Use yarn and updated dependencies

* Default to use yarn instead of npm
* Fixed eslintignore (do not lint hidden files)
* Replaced deprecated eslint-loader with eslint-webpack-plugin
* Use current eslint (v7) and upgraded vue plugin
* Set node to 12, as 11 is not supported anymore (12 is the LTS version)
* TODO: Drop package-lock.json as soon as we do not use npm anymore
